Moreco originated the ultra-rapid EV charging scheme at Cross Hands — identifying and securing the site, driving the development process through trusted strategic partnerships, and enabling the delivery of operational EV infrastructure for E.ON Drive Infrastructure to strengthen coverage across the regional charging network.

Overview

Moreco completed the ultra-rapid EV charging scheme at Cross Hands in just 12 months — from site identification to energisation. The project delivered a strategically important solution for E.ON Energy, closing a critical network gap.

The project involved securing a suitable site, conducting early feasibility assessments, and carefully planning each stage to meet operational and technical requirements.

Planning

The planning process was carefully managed from the outset through early consultation and detailed pre-submission due diligence. Moreco and our delivery contractor engaged with Highways, Drainage and Flooding, alongside ecological consultants, at an early stage to identify and address key considerations prior to submission.

Given the project's location in Wales, the scheme was developed in line with Net Biodiversity Benefit (NBB) requirements, ensuring compliance with the relevant Welsh planning policy framework.

This proactive approach enabled a smooth and efficient planning process, with consent secured within 12 weeks and without conditions to discharge. As a result, construction commenced just 10 days following approval, removing potential programme delays and maintaining momentum through delivery.

Grid

Grid connections were arranged with the DNO, and detailed electrical designs were developed to ensure full compliance with network standards. Electrical works were carried out by Utility Line, with off-site connection works forming a critical part of the programme.

By anticipating statutory approvals and coordinating early with the local authority, potential delays were mitigated and progress on site was maintained throughout the programme.

Timelines were carefully coordinated with local authorities and key stakeholders, while close collaboration between civils contractors and an ICP enabled a seamless transition from concept through to build-out.

Delivery

Delivered through close coordination across multiple workstreams and third parties, the scheme required proactive communication to maintain programme certainty. Regular engagement between contractors, consultants, and stakeholders ensured activities stayed aligned and critical milestones were met without compromising safety or quality.

Energisation was achieved just 12 weeks after breaking ground. Moreco acted as the Principle Developer, working with specialist partners to deliver the scheme to specification and on schedule.

The outcome reflects the strength of the delivery team and the effectiveness of the collaborative approach, resulting in a timely handover to E.ON Drive Infrastructure, who now operate and manage the charging infrastructure. The site delivers safe, reliable, ultra-rapid charging to drivers day and night.

The site remains part of Moreco's portfolio, demonstrating the company's ability to manage complex, multi-stakeholder development programmes from identification through to operational handover.
