Overview
The Coseley EV charging hub in Dudley delivers ultra-rapid charging capacity within a mixed urban and residential area in the West Midlands, adjacent to an established BP forecourt, car wash, and large public car park.
The scheme was developed by Moreco for Allego, and delivered in partnership with its selected main contractor, introducing high-power charging infrastructure into a location defined by steady through-traffic, established roadside services, and surrounding residential streets with constrained access to home charging.
The project delivered a strategically located ultra-rapid charging facility for Allego, addressing a clear gap in high-power charging provision within the area.
The project involved securing a suitable site within a mixed urban and residential environment, undertaking early feasibility assessments, and carefully planning each stage to meet operational and technical requirements.
Planning
The scheme was initially refused at planning stage, presenting an early hurdle within the consent process. Following this outcome, Moreco worked closely with its wider delivery team to reassess the application, address planning considerations, and progress the scheme through the appeals process.
A strong planning feasibility foundation enabled the decision to proceed to appeal with confidence, with the strategy focused on maintaining flexibility and responding effectively to planning feedback. The appeal was ultimately successful, with the decision overturned and consent secured without conditions, allowing site works to commence within a short mobilisation period following approval.
Grid
Grid connections were arranged with National Grid Electricity Distribution (DNO), with detailed electrical designs developed to ensure full compliance with network standards. Electrical works were carried out by Amplify, with off-site connection works forming a critical part of the programme.
Early coordination with the DNO and local stakeholders supported alignment on capacity and connection requirements, with statutory processes anticipated and integrated into the delivery programme.
Close collaboration between civils contractors and the appointed ICP enabled coordinated sequencing of works, supporting a controlled transition from design through to construction and energisation.
Delivery
Delivery required close coordination across multiple workstreams and third parties, making proactive communication essential to maintaining programme certainty. Regular engagement between contractors, consultants and stakeholders ensured activities were aligned and critical milestones were met without compromise to safety or quality.
Electrical works were carried out by Amplify, with off-site connection works forming a critical part of the programme. By anticipating statutory approvals and coordinating early with the local authority and network operator, potential delays were mitigated and progress on site was maintained.
Energisation was achieved just 12 weeks after breaking ground. As lead developer, Moreco worked with its selected main contractor and specialist partners to deliver the scheme to specification. Coordination across disciplines helped the programme run smoothly and enabled a timely handover to Allego, who now operate and manage the charging infrastructure under a long-term lease. The asset remains part of Moreco's portfolio.
What this work represents
The civil and electrical infrastructure works shown here — transformer installation, HV cable laying, substation construction and commissioning — represent the grid connection works required to bring sufficient power capacity to the site to support ultra-rapid EV charging. This is the unseen backbone of every Moreco hub: the work that happens before the chargers arrive, and the reason the site can deliver 300kW charging speeds from day one.
